I'm looking to have a separate electric service installed on my garage. It is easier to install a new service then to upgrade the service to the house and then run a sub panel in the garage.
My question is is there an additional monthly charge per meter or is it total usage per account/address?

additional info, this is a residential account and i live in toledo.
Not sure but might have to have its own address for a separate meter. It would be easier to add a new service to garage if they will do it. But maybe its time to upgrade the service in the home regardless. I assume you have 100 amp or less service in the house new standard is 200amp service.

If I understand correctly you have an existing electric service/edison meter on the house and want a separate service/meter on the garage?
You can have 2 services/2 meters in certain situations, although I doubt a residential address would meet them. Google article 230.2 NEC (national electrical code).
You're more likely looking at running a sub panel to the garage from the existing house service.
As I understand it, if you get a separate meter, they will consider it a "business" and charge you business rates which are higher.

i forgot to mention this is a detatched garage.
Currently the house has a 100 amp service i want to avoid upgrading the house to 200 amp just to run a 60A sub panel in the garage. i would have to tear up a bunch of concrete to dig a trench from the house to tha garage.
Call a contractor and have them look at it and give an estimate. Always more than one way to do things....it may be less of a headache than you think.
It's very doubtful edison would allow a 2nd service just for the garage, and if they did it would be cost prohibitive vs tearing out some concrete.
Pretty sure you can do overhead live with a weather head on the garage and still be in code. They do make a 125A service, not sure its enough for 60A in the garage.
