Polemical Satistic

Ms. Kushma, of the Toledo Blase, published a column today with this statistic:

"Just 2 percent of Toledoans commit 70 percent of the city's violent crime. Nearly 2,500 city youths belong to 25 active gangs.

About 85 percent of suspects in shooting incidents are black males. As much as 90 percent of crime in Toledo involves black perpetrators and victims."

I found it troubling that he would put this statistic out there. Where did it come from? Is it reliable?

I think (hopefully HistoryMike would echo) that instead of asking the "what?" question, we should ask the "why?" question. How have we as a society or government failed?

I, as I've posted many times, am skeptical of statistics and surveys because they way they are collected or obtained seems tainted.
25 active gangs? Really? What constitutes a "gang"? It must be very confusing to these "gang" members trying to come up "gang colors". They must be into the pastels by now.

In contrast, I'm surprised it was only 25 active gangs. In many cities, gangs are block to block. That doesn't necessarily mean they're "rivals" or whatever you care to call it.

I was a bit surprised at the comment, that, "We're not trying to tell them to stop being gang bangers; we're trying to get them to stop the shootings," the chief said.
Doesn't that statement sound odd coming from the police? I doubt a lot of good comes from gang membership.

Mr. Kushma's column is a reflection of this story that ran on Sunday:

Toledo Police to Announce Crime-Reduction Strategy

From that story is the statement:

John Jones, president and chief executive officer of the Urban League, noted during a meeting on Tuesday that in 2008, 2 percent of the city's population committed 70 percent of the violent crime.

Toledo [P]olice have, in a gang database, a list of 2,500 individuals known to be involved in gang activity and about 25 active gangs, said Toledo police Capt. Brad Weis.

2,500 / 25 = 100 average persons per gang. Not an insignificant amount

That seems like a stat you could run the numbers on pretty easily--not a "survey" figure that's made up.

To me, the saddest thing in the earlier article is the picture of the four guys, a couple of whom are quoted in the article as wanting to turn their lives around and "get a job" and need the community support. Then you look at the picture of them in twisted baseball caps, not smiling, looking kind of standoff-ish in a "hangin' with the homies" pose and you think...these guys have no idea the message that picture sends and they, unfortunately, have a long road ahead. I can hope for the best, but......

Oh, and I thought the proper name of the police force was the Toledo Police. The Blade in these articles has it many times as "Toledo police".

See quotes above where I [] one correction, but left the other. Is "Police Captain" not a proper title needing capitalization? Is it not "Toledo Police" anymore? It says it on the little patch on their uniform.

Sorry, I'm usually not the grammar squad, but it just irked me reading the two articles...
