Toledo Street Hockey League-it's rise and fall

This is painfully long, but I think to get the entire picture you need all the details. I may miss something and add to it later, but here it is. My journey of trying to start and maintain what I think is a positive for the city of Toledo, but the battle to keep it going has become too much. The Toledo Street Hockey League is a non-checking recreational foot and roller hockey league that is based on sportsmanship and competition. Our rules are based on giving a 100 pound young player the same opportunity to be successful as the 300 pound man. Also, it is based on sportsmanship and respect. There is no yelling at the referees for a call. Playing hard and respecting other teams, players, league staff, and property is the most important and monitored at all times. Failure to follow these guidelines will get you ejected from the league.

In 2008, I looked for a form of hockey recreation, but found none except Tam-O-Shanter and the Ice House. Because it is in such demand (ice time), the costs are high (about $400 just for ice time), and there was a waiting list to even join. Being from Pittsburgh, Pa., where there was outdoor foot and roller hockey, I thought I could start something on my own.
I searched the city for an unused tennis court to get started on. I found the court at Joe E. Brown unused so I contacted the recreation department. Of course there was no money to remove the net posts or anything, so I submitted a proposal in which I would do all the work and be responsible for the area, just needed permission.
I got permission and removed the poles, painted lines, built hockey nets and even cleaned up the regular amount of broken glass, trash, etc. from the area. What started out as an idea became 6 teams and 2 seasons by the end of the year. For our championship game, I invited Carty out to drop the ceremonial ball. He said that he was impressed and told me that he wanted me to meet with the recreation and neighborhood departments so that this could continue. During our stay at Joe E. Brown we dealt with local kids riding bikes up to where we had our equipment and trying to and even stealing things. Having to ask the person living in the port-o-potty to get out so we could use it, and even had a group of kids turn over the trash barrels to climb up on top of the pavillion roof and throw bottles and garbage at us while we were playing. Another time we had someone from the city come out on a Saturday afternoon and tell us that we could no longer park on the grass. Something that the baseball players did regularly, and something that we had been doing for months, that I personally monitored to make sure no damage was done to the grass.
One positive thing that came out of playing there was a little boy named Marquis. Marquis was a 6 year old black kid who wanted to play but had no means of getting any equipment to play. Because of this, my wife started the "Sticks and Skates for Kids" program. This program collects used equipment and keeps it for anyone who wants to play, but don't have the means to obtain it on their own.
By the end of 2008's summer season, we had 10 teams, a kid's division, and did several media snipits like WTOL morning show, 92.5 morning show, and even a BCSN broadcast game.
At the time, we were criticized about using a tennis court when BG has a beautiful outdoor roller rink which is lighted at night. Since I lived in Toledo and named the league after Toledo, I did not want to move or play in BG.
My long term goals at this poing was that if enough people knew and played in the league, maybe, just maybe, the city would step up and get us our own rink, or at least help us do that.
At this point, the city had given us nothing. No money, no electricity, no water, no nothing.

So I met with neighborhoods and recreation. They asked me what I needed to continue doing this because it was a positive thing. I told them that I was hauling the hockey nets around on the back of my van because I couldn't leave them there and was there anywhere else we could play. They offered 3 places. One was in point place. The surface there had a peak in the middle of it. The other place was across from the projects on Dorr street. Looked worse then where we were now. And Ravine Park II.
Ravine Park II was awesome. It was 8 tennis courts side by side that hadn't been used in about 7 years. It had a little building there with running water (bathrooms-yeah!). I had asked for some kind of scoreboard and the city gave us a little electronic scoreboard. So we set out as a group and made a plan to build a rink.
NOTE-the league exists only through the volunteer efforts of numerous people and money taken in from entry fees are used to pay for ther referees, game balls, championship awards, etc. There is no profit.
Our plan for Ravine Park II was this, all approved by the city. Take all the little sections of fence from the openings and install them to enclose the entire courts to keep people out when we weren't there. We would have to jack hammer the concrete out from around the net poles and pour our own concrete back in their place. Trim the trees and weeds/bushes that were overgrown. Repair the numerous cracks, holes, etc in the surface. Then, by getting a handful of referees to donate their time for free, we could take the entry fees and buy materials to build rink boards. With a little over $3000 we bought wood, screws, etc. and started building our very own rink. We designed it and we were buidling it. Of course, someone didn't want us to be there and called the police on a sunday that we were working. The police made us stop. I tried to explain to the police that we had permission from the city, but he compared us to motocross riders who ride on private property and leave once the cops come. I asked him if he thought I would just "leave" $3000 worth of wood there, or why I'd just start building something without permission, but he didn't want to hear any of it. That Monday morning I had to go get official paperwork to show that I was allowed to build there. What a joke.
Anyway, with over $5000 invested and numerous hours of labor, we had our own rink. This wasn't a thrown together piece of crap, but a nicely built and painted rink. A couple of months went by and while we could use the electricity, the water could not be used because some water line under the concrete had broken and needed to be bypassed in order to turn on the water to the toilets. After a month of having no restrooms there, I bypassed the line with a new one out of the league's budget.
Also, it was during our time there that the city was having trouble mowing all the grass. So I took league money, bought a used riding mower, repaired it, and cut the grass around the court and surrounding area. Even though I built a welded steel door for the court that we could lock, we still had some thief climb the fence and steal chairs, one hockey net, etc.
2009 was a good year for the league. We established a rulebook, trained referees, and even held our very first "Kings of the Rink" charity tournament. This is a one weekend tournament where we pick a local charity and take donations instead of entry fees. Everything we get and raise goes directly to the charity. To date, we have collected for the Cherry Street Mission, the YWCA battered women's shelter, and this year Makayla Hady. She is a local 2 year old girl with leukemia.
At the end of 2009, we took down the sheets of wood on the boards to protect them from winter, but removing the boards completely is impossible due to their contruction.

2010-The spring season was going along well until we noticed some contruction stakes all over the park. I called and asked if we were in trouble of losing our "home" and was told that there was no worries. It was just being surveyed. About a month later I was told that the entire place was being bulldozed to make way for the memorial park for the bridge workers who died on the skyway bridge. We were given about a month to be out. I tried to explain that I had no place to store an entire rink, and even if I did, the rink was not made to be taken down. I was given the old, "yeah, we're sorry too" speech.
Upset and discouraged, I was offered to come look at the Ottawa Park Ice rink to see if we could possibly play there. I went to look at it and since it was our only option, I agreed. We were able to finish our year at the ice rink at no cost, but we lost over $5000 of our property in the rink when it was bulldozed.
The ice rink is a great place, but not ideal for roller hockey. First, the primary purpose of the ice rink is ice hockey. So from November to April it is for ice. We played at the tennis courts from March til December, usually. Also, the rink surface is painted concrete. Great to make ice on, but any moisture makes it impossible to skate on.
The first problems we had was the water removal. If it rained at the tennis court, we could squeegee the puddles and be playing within a half hour. When it rains at the ice rink, you have to remove every drop of water to even skate safely. We tried many ways to remove the water. Squeegees, shop vacs, blowers, etc. Finally, I designed and built riding mowers that had giant sqeegees on their fronts like snow plows to remove the water. They work pretty well.
We got through the rest of 2010 and started to make plans for 2011.
I worked at the ice rink that winter as one of the rink managers.

In 2011 I asked if we could use the lights because we were limited to game days due to calender and with lights, we could play later to make up cancelled games.
We reached an agreement with the recreation department to pay a monthly fee and only use the lights as necessary. We barely used the lights, and when we did, it was for an hour or 2 on Sat and Sundays only for make up games.
In October, the city was scheduled to do repairs to the roof of the rink building. We were made aware of it, and they had done work there before while we were there without any problems. This time it was different. Because anyone can come off the street into the building and there is a lot of equipment there from people changing for games, I put up 2 security cameras. Cheap vcr cameras to keep an eye on things while we were there. So if anything got stolen, we could see it and hopefully catch it. We did catch someone stealing money, and some equipment, so it was a good move.
One Weds night after the city had begun work on the building, we arrived for a kid's practice to find that someone had stolen soda and other items from our concession area. I contacted my contact in the recreation department and was assured that it would be taken care of. That same Friday, more stuff was gone. Now, this was not stuff left on the counter. This was candy, ice cream, soda, paper towels, cleaning products, and trash bags that were inside rubbermaid containers.
I was pissed and expressed that to my recreation representative. I was told to submit a list of what was stolen and that it would be taken care of. We locked up as much as we could in one of the locker rooms that weekend, and also set the cameras to record during the day there. What we recorded was awful. Here we city of toledo workers, screwing off, talking on the phone for at least 30 mins, numerous bathroom trips, and the kicker is that they slept on benches in the rink when they were supposed to be working. 3 times in one day they layed out and slept. For 45 minutes after they ate their lunch. I didn't do anything with the tapes because I didn't want to cause trouble, just get back what was stolen.
I submitted the list of stolen items 3 times, but heard nothing. I called a supervisor of one department. He told me that he was instructed not to get involved. I explained to him that if no one was willing to help me then maybe they should see what their workers are doing there all day. He told me to call his supervisor. I did not, but the same gentleman called me later that night and wanted to meet at Bob Evans in the morning for breakfast. I agreed. I thought we were going to settle everything, but what happened was that after he arrived, a waitress came over and gave me a paper bag filled with $100 that she said was left by someone for me. Long story short, I gave the money back to the guy.
I then wrote the mayor and included partial copies of the tapes. One even had a worker going into a refrigerator and taking our gatorade. Another had a worker taking one of our clipboards. I got a letter one day from the city telling me that my claim about stuff being stolen was dismissed and that the tape show nothing but one bottle getting taking and the city worker had his own clipboard. After sitting through 2 weeks of video tape, I had never seen any city worker with a clipboard but that one time when he took that one.
NOTE-when the TSHL is in the rink, I clean the restrooms, provide toilet paper, paper towels, etc. I shop vac the inside of the building to keep it clean. The players aren't even allowed to hit the boards with their sticks. No smoking, etc. We look after it like it is our own.
In November of 2011, I contacted recreation and asked to get a lease signed to make plans for 2012. They agreed, and I got a lease for 2012 that gave me use from April 1st to end of September and use of lights as necessary. I was also told that as soon as the rink is done making ice due to weather, we could get in to start our season.
It was around this time that because of the neighborhood scandal, recreation was transferred back to Parks and Recreation. I hear about this in the news and contacted the head of parks, Dennis Garvin. He told me on the phone that he planned on honoring the agreement as written. This was probably Jan 2012. Looking forward to a new season, I contacted the roller league in Lima, Ohio, and even the newly started BG league to set up a 3 site tournament for all of us to hold. As stated before, we are limited by the calender so game times/days are scheduled way in advance to fit in 2 seasons. Fees are set based on expenses and not profit.
In March 2012, I emailed Dennis Garvin and asked for a meeting to meet face to face to introduce ourselves since we were going to be dealing with each other. I also called after I heard that on March 2nd, they were done making ice for the season. I was told that I could get start moving into the rink on March 19th to start getting ready for our season. Mr. Garvin's secretary set up a meeting with me for Thurs, March 8th.
I went to the meeting planning on it being just a meet and greet, but Mr. Garvin had other plans. As soon as we introduced ourselves, he started with his line of questioning. "You got a pretty sweet deal up there". "You know it costs money to use lights". "Usually, you should pay lights and water, and cut the grass for something you rent from the city". It was him, and 2 other city workers in the meeting. I asked him that if there as a problem with the lease, it would have been better to bring it up months ago before I planned on having so many games. I tried to explain how my budget was set months before the season and making changes less than a month before it started was next to impossible to change. He wanted me to pay for the lights. I asked how much does it cost? He did not know and said that he would find out. As we finished this, I asked when I could get the key for March 19th, but he then said, "No, we're gonna stick with April 1st".
So the following Monday, I called Mr. Garvin and asked him if there was something the league or myself had done to get him upset and how could we resolve this. His response still has me baffled today. He said, "I said that we'd honor the agreement as written. No lights, and starting April 1st." I tried to ask how can you honor an agreement if you change it, and he told me to take it or leave it and hung up on me.
Not wanting to, but stuck I contacted 2 players in the league that are in politics. They told me that they would come with me to get the key. I called to ask Mr. Garvin when I could get the key and he said, "You're not". I asked why and he tried to say that I wanted everything and I couldn't have it. I couldn't believe what I was hearing. This guy is nuts. Anyway, after kissing his butt on the phone we set up that friday. Which really just pissed me off because I wasn't permitted in the rink til April 1st, a Sunday, but I was getting the key on Friday. That means although nothing was going on Sat. I couldn't go in.
Friday all three of us went in to meet Mr. Garvin. He pulled out a new agreement and we raised the question why it had been changed. One of the gentlemen I was with asked the question and Mr. Garvin turned to him and said, "And who are you?". Which is funny, because apparently they have sat in city meetings several times and know each other. Anyway, after getting nowhere, we left and headed to the mayor's office to see Tom Crothers(deputy mayor I think). Tom Crothers was little help. He said that something isn't right because Mr. Garvin worked for him before and was a great guy. It was a bunch of blah, blah, blah.
Anyway, the end result was this. The old lease that I had been told would be honored was thrown out and the new lease said that I could use the lights up til 9:30pm, but after that I would have to pay some amount per kilowat hour. I asked why I would use lights before 9:30 in the summer, but no one could answer that. Then, another city supervisor called me and wanted to "work with me" and get this signed. I explained about how my budget was done and how I checked on this months ago and was told it was all good, and how now I was going to get screwed without lights. He tried to tell me how little it was to run the lights. So I asked, "How much per hour then is it to run the lights at the rink". He had no idea and couldn't tell me. He told me that he was going to get his buddy to figure it out and give me a figure. I was like, you want me to agree to pay for lights that you have no idea what they cost. No way. So, my priority is getting the season started, I offered to not use the lights at all. Fine, they won. I finally got the key.
So about a week later, all the people involved and myself get invited to the mayor's office. After being a complete jerk, Mr. Garvin walks in and acts like he's my best friend. Hey Tom, how ya doing? Everything going good at the rink? I can't believe this jerk.
One of the people with me pull me aside and tell me to "keep positive" in the meeting and don't sound like a complainer. So I take the high road in the meeting and when the mayor asked if everything was worked out, I say yes. Like an idiot, I screwed myself. I get told that if there are any problems at all, let this other person know and it will be taken care of. The mayor wants this league there. It's a good thing for the city, blah, blah, blah.
As I'm moving my stuff into the rink later, I notice that while the last 2 years the zamboni garage had enough room for me to put my squeegee tractors inside it too, this time it is backed up against the door so you can barely get inside it yourself, let alone put something in there. So I call my "contact". They assure me that I will be able to use the scoreboard (as I had done in the past) and that they would make room in the garage for our tractors. I thought it was going to go smooth. It didn't.
When I called about getting the scoreboard controller, I was given some grief about how they were concerned about the scoreboard getting too hot in the summer and how it could be getting damaged. So I said, "Tell me what you want me to do and I'll do it. If you don't want me to use it, just say so." I got to use the scoreboard. Next time I went to the rink, the zamboni was gone from the garage and I thought, wow, they did make room.
Fast forward to today. I was up working til 4am. 9am I get a call and message. "We're pushing your stuff outside because the zamboni is coming back today.". That's it. I jump up and drive to the rink where both my tractors are just sitting outside (at the time is was supposed to rain). I start to load them up on my trailer and call my "contact person" again. More, ah, sorry, we'll get that taken care of, let me send someone over to make room, blah, blah, blah.

Summary-I know that if it wasn't for the city's support, the league wouldn't exist. But, in doing this for my 5th year this year, I have lost $5000 in a rink at Ravine Park II and $300 worth of stuff stolen not by strangers, but by people who had keys to the rink building.
With over 300 players and 28 teams in the league, I thought that maybe, just maybe, it would be considered an asset to the city and treated with just a little bit of respect.
If I was told, back in Jan, when I called to ask about this year's lease that there would be changes, I could have tried to make changes to our plans this year. Now, with no lights and limited days, it looks like a summer season is impossible to happen. No because of poor planning, but because the city just decided to change their minds.
Finally, I understand that there is a budget. My issue is that instead of pulling the carpet out from under a not-for-profit operation, why not look at the waste, fraud, and abuse, city workers cost the city on a daily basis? Sleeping on job, stealing city property, throwing away perfectly good city property and then asking for new. The list goes on and on.
I have reached my limit. I will either sell the league in it's entirety, or change it's name and move it somewhere where it is wanted. Thanks Toledo. At least next time buy kiss me first.

Well, given the events of the last few months at City Hall, I would say Mayor Bell and his upper level administrators embrace waste, fraud, and abuse. It's pretty sad to see from a guy who campaigned on cleaning up the messes Carty left behind. I suppose we should not be surprised - he is a politician after all - but still.

Very sorry to hear what you have gone through with this endeavor. Have you considered calling the City of Oregon to see if they have a suitable facility? That would keep you closer. They may even be willing to partner with you to "upgrade" to a hockey-appropriate setup. Plus, they have a demonstrated commitment to their rec programs.

As for your tapes, I would consider releasing them to the local media. It probably won't change the culture, but they ought to be put through the wringer, if only for a short time.

Mr. Garvin needs other employment. He has forgotten who he works for. Release the tapes!!! Whose money was the $100? Something very wrong there. This is horrible. The city is totally corrupt and gotten far away from the reason government is supposed to work and why it even exists.

Hockey Fan,

Thank you for taking the time to write this down and sharing it. I commend you on your commitment to the Toledo Street Hockey League over the last 5 years, and I'm sorry for all the crap you have been through.

I wish I could offer words of advise, or at least offer some type of consolation, but I can't, because (for peace of minds sake) just give it up and find another hobby is sadly the only practical advice I could offer. I don't say this to be mean, just all of my Real World experiences in this area result in the same conclusion, feeling total and complete embarrassment, NOT because of MY FAILURE, but because I have to depend on someone else to give a damn. You have 1st hand knowledge when I say, I simply can't do what I need to do ON MY OWN without getting thrown into jail.

I have to admit, reading your story is sickeningly therapeutic to me, because NOW I can say, "it isn't JUST ME"!

Mr. HockeyFan, with all you have been through, you have demonstrated MORE LEADERSHIP than all the people in leadership positions in Lucas County COMBINED. I personally ask that you don't give up, and wish that we as the TT community collective ask City Leaders to respond to this post (after references to city works sleeping on the job have been removed).

yah, there are a lot of honest people out of work that could use those jobs, why should we pay people to fuck off? He saw these guys, they are on tape, it is not heresay nor opinion, the references should be left in. This culture that you can do anything you want with City property on City time has got to stop. Get rid of the slackers and hire some people who will earn their money. Much more rewarding to us all than going after gangs!

You did a good job, HockeyFan. Far and away better than anything I could have ever accomplished.

I'd encourage you to change the name and try moving. Sylvania, Sylvania Township or maybe Ottawa Hills might be accommodating.

Publish the tapes!

I'd publish the tapes right along with the entire story about your league and your difficulties with local government. My only suggestion is rewriting the story a little so as to emphasize certain points, but I'd definitely publish.

I cannot put into words how much your words of support mean to me. I've been doing this league for 5 years now and never wanted or needed any recognition for doing so. Yeah, some game days I would find myself impressed by how many people were a part of the league, but never boasted that it was me doing it.
With what has happened recently I found myself questioning if I was wrong, or if my efforts were a waste. The posts I have read on here really made me feel good about what I have worked so hard to try and do here in Toledo.
I'm not sure if being vocal about all this will change the city's mind. After all, I've already been fed the "We all support you" speeches, but actions speak louder than words and what I've been shown is nothing like "support".
So to the TT's who responded with so much support, I thank you. Everyone of you. It really meant something to me as right now I feel like I've gone 10 rounds in a fight I can never win.
If any of you want to catch a game on a Saturday or Sunday, please come out to the Ottawa Ice Rink (for now) and introduce yourself, or just watch a game. It may not be perfect in every way, but there are a bunch of us that really, really try to make it as good as we can.

Release the tapes HF, it seems like you pretty much have nothing to lose. It's a damn shame that someone who is doing something constructive with his time, along with all of your volunteers and players, would be punished by the city's incompetenece. Shame on Mr. Garvin and all city employees who have been involved in this debacle. Keep up the good fight HF!

Thanks for the story.

Now, if you are going to release the tapes, "go big or go home" as they say. Meaning, don't just drop them off at the TV station or the Blade because they'll shrug their shoulders and say "what else is new?" or "hey, I know that guy...I play euchre with him!" That won't do it.

But...gather everyone together who has ever played in your league (to the best of your ability), call-cajole-invite members of the media out to a "press conference" and then lay it on 'em so they can't ignore it. You, with all the players behind you, saying what happened to your league, what it contributed to the community, and how you got ramrodded by the city (eviction from the park you put personal love and funding into), then got your property stolen by city employees....on who you just happen to have nice juicy videotape evidence. That might make that city official squirm in his Huggies (or soil them depending on your success!).

It all depends on how far you want to push this. I understand just throwing your hands up at this point--god knows I would probably be in the same mindset. Your story is exactly what people are talking about when they complain they can't get things done to improve the city--or they try and just get hit upside the head with a brick (or twenty).

Hockeyfan - go to one of the investigative reporters at Channel 11 or Channel 13. I believe Jonathan Walsh is the reporter for 11. Let him read your story and see your tapes. There is no reason you should be treated like that. Garvin's behavior should not be tolerated. I am in shock over the horrible behavior of city officials, and in awe of your dedication and perseverance.

To update everyone, I have asked everyone on the league to do an email/phone blitz to the mayor's office to get his attention. If I get some kind of meeting within a week, great. If not, I will have no other choice than to make numerous things public.
What do I want? Nothing special. I would like our original agreement for this year back in place and some kind of long term commitment from the city that we will have a place to play. I have no problem discussing a money figure to help or even pay entirely for lights, etc., but changing things less than a month before we started was unfair to say the least.

That's all fine and dandy, but a city worker or official did try to bribe you and you can almost certainly bet that wasn't his only time passing a brown bag! Do yourself and the citizens of Toledo a favor and go to the media. I know plenty of hardworking individuals who would love to work for the city and they wouldn't be sleeping or stealing on the City's time.

I saw your post on today's Blade. I echo the others. Tear em up. Since I now live in Florida I doubt if my opinion will mean much but I wrote a long snail mail to the jerk in charge of parks and recreation. I also noted the article on the front page of the Blade about restoring activities in the parks. How laughable. They have dedicated volunteers like you that are ready and able and attempting to do exactly that and they are ripping you off while begging for more money. Sitting from my point of view, I would not vote for that levy. Before they increase funding, they should have to prove that they are responsible with their money. Dumping money into a mis-managed department or division is like dumping gas on a fire to put it out.

Here's the latest.
Tonight we were having a practice at the Ottawa rink.
Since we've had stuff stolen last year, we haven't left the doors open at the entrance and we aren't letting people in just to use the restroom. After all, we buy the toilet paper, paper towels, trash bags, and clean the bathrooms so I think this is fair and understandable. Besides, no where is it written or was I ever told to let everyone in off the street to use the restroom. I would never have agreed to that.
Some guy comes in and asks to use the restroom. I tell him that they aren't open. He goes in anyway. As he leaves, I tell him again that the place is leased by the hockey league and it's not open to everyone. I watch him go outside across to the tennis courts and a small group gathers around him.
3 black gentlemen start coming across the street. I open the front door and ask if I can help them. They ask about using the restroom. I explain my point of view. One of them accuses me of not letting people in because they are black. I deny that. One turns and leaves and the last one starts to ask me why not. I explain it to him again. He tells me that he'll drop off 2 rolls of t-paper and that should be good enough. I try to explain to him that when people start coming in off the street stuff gets stolen and the bathrooms get trashed. He calls me an a**hole and walks away saying something else. I glance out several times after that and notice that he does pee behind a tree a little later.
About 10 minutes later 2 TPD officers, 2 other men, and some woman all come inside. The one TPD officer tells one of the men to go ahead and use the restroom. I try to stop him and explain my side, but the cop doesn't want to listen. All he does is tell me to listen to the black woman. The woman tells me that she is a park director or commissioner and she works with Dennis Garvin and that they are allowed to use the restrooms. She doesn't have a key, but they are allowed to use the restrooms. I ask the cop if he comes out for all 911 restroom calls. He is so arrogant and tells me that I'm not listening. I try to explain to him that I have the key, they don't, and I have a lease, they don't and I decide who comes in and uses the restrooms that I clean and pay to restock. He tells me that a supervisor is coming. I also tell the "posse" that she is not a "director or supervisor" and does not work with Dennis Garvin. She rolls her eyes, smiles and walks away. It turns out that she is not a city employee, but a "tennis court director", which means slightly more than most squirrels in the park. She goes on to say that she just spoke with Dennis Garvin this week or that morning and that he told her to come over and use the restrooms when I was there. Never was I told anything about this so-called arrangement.
So the supervisor sargent arrives and he tells the officers that the woman spoke to Dennis Garvin on the phone and Garvin wants a police report taken. Yep, you got it. 3 police officers taking a report about a group of tennis players not being let into the rink to use the bathroom. No wonder gangs are running wild in Toledo.
So I then tell them that I'm closing the building and locking the door. The police say that I have to get everyone off the rink if I do that. It's a bunch of stupid talk for a little while and then they step outside. I lock the front door. The sargent bangs on the door and tells me that if I lock the door with players on the rink, I could be cited by the fire marshall for having an exit door locked.
I have had enough at this point and say, "Fine, let them all in, I'm not supplying any toilet paper or anything".
So, a police report was taken with all my information about how I refused to let tennis players in the restroom that I lease, pay for paper supplies for, and clean.
Thank you city of Toledo and Mayor Bell. I guess when the Mayor says "support", he means use all of your resources for everyone else.

Lastly, I'll let you know when you can read all of this in the Toledo Free Press. A big thank you goes out to upso for directing me in that direction.

I think situations like this might be why the city was not exactly eager to work with you on your private league, HF. I'm all in favor of what you're doing -- and I also think the parks dept. should take a look at ALL the facilities and figure out what people would really like to do with their recreational time and money.

But for the city to lease city property to a private group, which then refuses to let the public have access to city property, MIGHT cause problems and misunderstandings.

I'm so sorry you had to face the cops and the tennis lady! It sounds like it was horrible.

Swanton and Oregon are not too far to go for hockey ... maybe you should cultivate some contacts outside Toledo proper, and find a community that is more receptive to your ideas.

HF - I do think the whole police report and three cops thing was over the top. However, the Ottawa rink is owned by the City, correct? So even if you are leasing it I don't think that gives you the authority to dictate who can and can't use the building. I realize that you supplied the toilet paper and stuff, but you didn't HAVE to do that.

The way I look at it, it's no different than renting the ballroom at the Hilton or the Stranahan for a wedding reception. Sure, I'm paying for the space but I can't make the rules as to how the facility is run.

Yeah, I sorta get what viola said about it being sticky denying access to a publically owned building (even if leased).

However, I also think that leasing a building for an entire hockey season and being provided a key to come and go as you please is different than renting a ballroom for one night for a wedding reception. Guess it comes down to the terms of the lease, of course.

Dell Diva, I would agree with you if, and "IF" I was told that or had that "blurb" been on the lease agreement, I would have discussed it, or at least reluctantly accepted it. I don't think that without my knowledge Mr. Garvin can make arrangements without notifying me. If this is indeed what they want then please let me know that I'm not going to be held responsible for damage because it's more than just my league in the facility.
But, let's remember that last year when the city unlocked the doors to let in their workers, I had $300 worth of stuff taken over a period of 3 days. Even after I reported it the first day, it continued.
There was never any indication, instruction, understanding, or directive that I would, while operating the roller hockey league, allow people to use the restrooms that I am responsible for.
Also, if you are renting the ballroom or Stranahan, you do get to say who can and can't come in.

Viola, I am in discussions with the owners of the Lucas County Rec Center about moving there in the future if I want to extend this headache. My tolerance is gone and I'm down to my last nerve. After this evening, I am finding it hard to get motivated to move forward on anything except moving out of Toledo.

hockeyfan, FWIW, I just mentioned the highlights of your story to my husband and told him we'd have to watch for the full story in the Free Press.

He mentioned that he remembers your hockey league from when he still played softball at Ravine. Said that you guys did a nice job cleaning up that area and turned it into something useful. He never knew the whole story about why the league wasn't there anymore, and he was pretty disappointed at how you were treated.

True that. It's a bit like renting an apartment or storage space in that the lessee generally gets to decide who is welcome to enter and who stays out. I think your point is that while you're leasing the space, the space is not open to the public.

Elected officials are not responsible to you personally and they know it. They are perfectly free to behave badly, make agreements treacherously and hide behind the Toledo Police while trying to intimidate you and insulting you. The only things they fear are the video recorder, the press (and the bad publicity) and a crusading attorney. I suggest you begin to employ these things to make your life a little easier. How do you think those Toledo police would have behaved if the camera was rolling? What do you think would have happened if the TPD came out only to find a rolling camera and an elected official enjoying the game?

I would also remind you that people lie. They fabricate, they don't tell the whole truth, they prevaricate. Generally people lie to advance their own position, which is very likely what the woman with the rolling eyes did. The police have been instructed to believe her and support her position.

The more I read about your account, the more I'm convinced that someone, somewhere along the line was looking for a payday and they didn't get it. That line about the 'sweet deal' was something of a leading question - what do you suppose the official wanted?

I have to say, my kids have started baseball/softball practice through Sylvania Rec.

Once the games start, Sylvania Rec puts porta-pottys out at the ball fiends. However, right now, there are no bathroom facilities available for the kids during scheduled practices. (Unless the school happens to be unlocked for something else, which is never.)

It has never-in-a-million years occurred to me to demand that the Sylvania police dept come out to force them to unlock the schools.

What kind of person has the nerve to waste police time/energy over restroom access? Insane! And even more insane that not just one, but 3 officers showed up!

Luckily, I did catch the entire thing on tape. As I thought I remembered, the woman who called the police first told me that she was the parks commissioner and worked with Dennis Garvin, and when I called B.S. on that, she changed her story to just being a "tennis court director". There was a player's mother there last night and she also heard this woman misrepresent herself about her position. I wonder if that had anything to do with the quick response from TPD.

I also called the mayor's office, public service supervisor, and emailed the mayor's office. As of this post at 3:45pm, not one person has returned my call or email.
This Saturday should be fun. I guess I better prepare for the S.W.A.T. team if there's no toilet paper.

I would love to talk to an attorney at this point. I do not even know where to start. Civil? Anyone have any ideas? Feel free to contact me through my email

Today I found out the reason why the police responded so fast. I was accused of not allowing black people in to use the restroom.
So, I've been accused of being a racist by a woman who lied about who she was and what position she held. As I have stated in other posts, the word "racist", "racism", etc. has become too powerful in society today. The mere accusation will probably cause an entire reaction towards me that has no merit or basis other than one small group of people led by a lying black woman.
I am seeking an attorney, getting a copy of the police report and going from there.
I have a meeting with Bill Stewart of the mayor's office Weds morning. I believe he is black. That should go well.

I can honestly say that I am not proud to live in, or be a part of Toledo. Unless the city takes a complete 180 from their current position towards me, I feel I have no other choice. I do not consider myself to be special or above anyone else in this world. I am not perfect, nor am I without fault. Let this be a lesson to all. As a white man trying to do something positive for the city and surrounding area, I have only met with resistance, rejection, and harrassment by those who I thought should be supportive.

BTW, we welcome and have or have had all races, religions, sexual preferences, etc. in the league. We do not discriminate against or tolerate any type of negativity towards anyone regarding these matters.

He was being accused of not allowing black people to use the restrooms. And now he has to meet with someone who is black to work it out. That is why he is worried. And rightfully so. Even if he did nothing at all racist, he still looks bad in the situation.

I dunno ... I have seen enough black intellectuals, comedians, and public figures who preach responsibility and self-control to whatever segment of the African-American population will listen to them. I would not assume that any one black authority figure would automatically be disposed to believe the black complainant.

I hope it does go well for you. I will be hoping for the best, most harmonious outcome for you.

You will appreciate this anecdote: for drop-in hockey down south, some of us had to wear white jerseys, and all other colors formed the opposing team. One time somebody said "Don't start the game yet, there's still one colored guy in the locker room" and everybody stopped horsing around to make sure there was absolutely no racial implication (or humor) to that remark. It was just a guy in a jersey that was some color other than white ... so I believe it when you say you are welcoming to all participants.

Just a few thoughts… I am disgusted as much as anyone when I hear about or see blatant laziness by city employees (or anyone as a matter of fact). I come from a family business where just taking a five minute bathroom break sometimes was an extravagance. I had a friend who was a city employee at one time and would tell me stories that turned my stomach. That’s my G.D. tax money they are wasting and always asking for more saying they don’t have manpower? However… more sober reasoning leads me to consider that just the mention of the tapes probably has been an impetus for some of the pullback you have received in obtaining any assistance or cooperation. Word gets around in a bureaucracy – especially about people who are not familiar with “their game”. I would love to see you release the tapes but I also really enjoyed watching Evil Knievel fly over busses and cars on his motorcycle. In the end he got the broken bones not me. You still have an interest I assume in being involved in a street hockey league whether in Toledo or another city. From my vantage point the tapes are pretty much irrelevant to the story unless they conclusively prove that a city employee stole your goods. Again, this comes from a person who would love to see it on television. I really do find it a little ironic and scary that after having some friction with City services and also a slight possibility that word has gotten around about the tapes you recently found yourself involved in a situation where accusations of racism were leveled at you and that an underling of Mr. Garvins was there at that time. The conspiracist in me cries "Set Up!" Racism really is the new way to "get ya" if they can't "get ya" any other way.

Concerning merchandise you had stolen - unless the city had ever included a clause that they were responsible for lost merchandise on city grounds I am not sure that will be relevant.

I am not trying to bust your balloon in any way but rather bring up a different viewpoint not yet mentioned and share experience I have had with contractual issues, namely that when it comes to working with mediators or other entities and contracts or leases are involved any not pertinent or non-illegal activity will not be considered pertinent. Interesting? Very much so but relevant - not so sure.

Good luck in your venture. You’ve gone through more hoops working with this city then I ever care to.

I have nothing to hide. What I posted is the truth. I do know people in recreation department look at this site and I hope they see it and how wrong they are.

I got a copy of the police report today. "Dispute" is the reason given for the type of call. BTW, there is now a port-o-potty outside the tennis courts.

Update-
after meeting with Mr. Stewart from Mayor's Office on May 16th, and voicing my concerns, nothing has changed. I was told that there was going to be a modification addressing the restroom usage and supplies, but after 2 weeks, not one single word. And, as feared, as soon as I opened up the restrooms to the public while we were there, one of the tennis players bent over in front of the toilet and tried to aim into it. He missed the toilet, but did get the walls. One of the most disgusting things I've seen done by an adult. I took pictures, gathered witnesses, and even emailed pics to Mr. Stewart. he replied, "Thank you for the pic, it is being addressed".
I've written emails to both Steve Steel of City Council's Youth, Parks, Recreation & Community Relations, and Ohio Governor Kasich. Neither has responded.
I contacted and spoke with an attorney and they advised me to pursue this legally in order to reach any type of satisfying result. If not, he thinks that they will keep stringing us along until the end of the season and hope we just go away.
I have been contacted by Mr. Stewart today and have another meeting tomorrow, Weds, to discuss the issues. If this meeting goes as the previous ones, we will be doing fundraisers through the league, until the attorney money is raised.
BTW, the Toledo Free Press and WTOL have both interviewed me and WTOL collected video and documents from me. Haven't heard from TFP and WTOL says that they are investigating it.
I really don't mean to spew my problems on here, but I believe that this has become a fight over what is right. Something that might help others when faced with a "David and Goliath" situation. I am finding out first hand if city hall can be beaten.

After numerous meetings, I agreed to allow the public use the rest room facilities while we pay for all supplies. I did find out that the "Tennis Court Manager" Ms. Ethel Parker wrote a letter to the Mayor. In the letter, she accused me of not letting black people use the restroom. She also went on to say that she has never seen such racism from anyone and that she recommended that I not be permitted to play again there because of what I did. After all I've been through with having black kids throw bottles at us at Joe E Brown Park, having black kids vandalize the property at Ravine Park, I and the organization has never once done anything remotely considered racist. We even strongly enforce our own rule of racist comments, or any use of comments referring to race, religion, sexual preference, etc. But how do you prove you're not a racist? Even the mentioning of the word from a black person about a white person has so much weight. Even if it's unfounded. Here's the link to the video. In it you'll also see that cop from Toledo who is on Glass House. He's the one in white. No, I'm not proud of my behavior, but all the frustration came out that day.

Currently, we are waiting for the city's legal department's approval of a proposed 2 year agreement. It's not that great of a deal, but I have little or no option of going elsewhere. I wrote the Govenor, but never heard back from them. Remember it was the state that removed our rink from Ravine Park II. I pass by there often and where our rink was, they aren't even cutting the grass. Last time I was there, about a week ago, the grass where we played was above knee height, and probably waist height in places.

The city wants us to carry liability insurance although we have a pretty thorough waiver and I personally sign a form that states the city is not responsible for anything while I am using it. We also must maintain restrooms for the public when we are there including providing all supplies, and pay for rink lights. Also, post a sign with our hours, phone number, and information at door. Personally, I think that the city wanted to either stretch out the negotiations til we got frustrated and quit and/or make some provisions so absurd that we'd quit. But, I looked into what they wanted, and they seem within our grasp, so I expedited a response.
Been waiting since end of June for an official response. I'm going to explore the Non-profit route. Seems like thats the only way to get any type of help from anyone really. I've asked an attorney and an accoutant and both were really negative about the entire process and even went so far to say that it's a long shot. I hear this while I find out about so many other non-profits doing and getting all kinds of funding and deals on getting their own facilities. But that's the thing, we could operate with very little help as we are now. Making it a full blown non-profit is going to increase our operating costs. It will require outside financing. It's almost forcing us to go non-profit and use taxpayer's money to function which sucks, because we really don't need to do it as we are now. Either way, I'm a beaten man. It has taken a toll on me emotionally and with my health. It's sucked the life out of me this year. Hoping it will get better, but doubt it. Have no idea of future beyond September this year.

The Toledo Free Press interviewed us for about 2 hours and never printed a story. WTOL gathered information, copies of everything, etc. and never did a single story. I was excited that they were interested and thought maybe I was right in fighting the good fight, but when I didn't see anything come of either party, I'm thinking I'm wrong.

How incredibly frustrating. I am curious as a full time non-profit executive myself, what information do you have that becoming a non-profit will create revenue for you from "taxpayer funds?" Sure, there are a couple of quasi-civic "non-profits" that do feed at the public trough. Most do not. For most, self-funding through securing private support is the only option. I've never had to fund hockey. It looks like there are private foundations who provide grants, including the Ed Snider and Mike Cheever Foundations and USA Hockey. Gotta be more. Know that for most grants, you will be asked for your 501 © 3 determination letter, IRS form 990, the last three years of audited income statements and the list of your board of directors. Put a couple of high horsepower people and cronies of city admins on your board and your troubles with the city are over, btw. Know that there are non-profits of all sizes, and most are not "full blown." You can get assistance filing for your non profit status from SCORE. http://www.score.org/

I did find out that the "Tennis Court Manager" Ms. Ethel Parker wrote a letter to the Mayor. In the letter, she accused me of not letting black people use the restroom. She also went on to say that she has never seen such racism from anyone and that she recommended that I not be permitted to play again there because of what I did.

Welcome to the world of "it's not the nature of the evidence, it's the seriousness of the charge".

She wrote it in a letter to the mayor? Unconscionable. Defamatory.

Which is true, but it isn't the entire story - which I'm sure Ms. Racecard does not want to get into. I'd be real curious about other connections between Ethel Parker and Toledo city government.

There's the voice of experience. It's very likely that the free loading SOBs in Toledo city government think that you're making a small mint off this project without really working for it. It's also likely they think this because it's what they would do.

Have you talked to Sylvania at all? How about Sylvania Township?

Someone seems to be running a tennis camp facility out of a private home in the 2000 block of Shenandoah Road. Yet they call their "facility" a public park. Wonder if said tennis camp charges youth to use Ottawa Park as if it belongs to the private "tennis camp." Wonder if said tennis camp files a tax return.

lol. Yes, I'm only voting for the mental health thing.

After all I've been through and learned about politics and city departments, I'm gonna finish this summer season and then go back to being a hermit and enjoying my weekends for myself and family. I think I'll get back into bike riding for exercise.

hey, by the way, as the parks department asks for a levy for "needed" things, I guess one needed thing was the painting of white lines on the edges of the running/walking trail at Ottawa Park. Maybe there were a bunch of runners and walkers who couldn't tell where the paved path ended and the grass started?
I'm not sure what that cost, but I looked into getting some painting done on a parking lot a couple of years ago and it was pretty expensive. I'm sure with the levy money, they'll add those little bumpy reflectors to the white lines to let runners and walkers know when they're getting too close to edge.
