Probably not the first cheaters...just the first to get caught...
Toledo Blade: 11 Charged With Cheating at Hollywood Casino Toledo
Those charged include:
Kyle Snow, 36, of Oregon, who is accused of removing a bet after it would have lost at the craps table.
David Mason, 34, of Indianapolis, who is charged with illegally pulling a bet from the blackjack table.
Sarhad Matti, 35, of Warren, Mich., who is accused of cheating in blackjack and then creating disturbances to retrieve the bet.
Cordero Young, 23, of Southfield, Mich., who is employed as a dealer, and Toyree Hawthorne, 36, of Detroit, are each charged with three counts related to incidents on June 25 and 26. The two men were charged with cheating after Mr. Young was allegedly found to be placing fraudulent wagers for Mr. Hawthorne at a craps table where Mr. Young was working.
The final indictment listed six individuals from out of state who are alleged to have participated in “an organized roulette scam.” Louis Enrrique Abad, 31, of Patterson, New Jersey; Jose M. Beato, 33, of New York; Alexander R. Mootoo, 31, of Bronx, New York; Victor J. Rosado, 34, whose address is unknown; Katiuska Paulino-Manzuceta, 36, of Passiac, New Jersey; and Johanny Paulino-Herrera, 23, of Brewster, New York; were charged with a total of 29 felony counts for conspiring to cheat at the casino’s roulette table over a course of two days from May 31 to June 1.

Eh, why get the law involved. I always liked cheaters justice from the movie Casino myself.
Lake Erie's Eleven, in theaters soon.
Sadly, they'll get harsher sentences than if had just used a gun to rob a guy on the street.
What's the big deal? They aren't doing anything worse than the public schools "adjusting" the test scores through attendance records.

I haven't had a really good look at the laws and I'm too tired to look them up right now, but if this is being prosecuted any differently than any other person stealing from an employer or business, then this is a government subsidy of the casino and it should be stopped. If someone pulls a $15 bet off the table to avoid paying it, that should be treated equivalent to petty theft or shoplifting, end of story. Business bans the person from the property, criminal gets their day in court, that's it. It pisses me off enough that copyright infringement was criminalized with half-million dollar fines (so copying ONE song that retails for 99 cents on iTunes is a felony with a half million fine vs. a 99 cent petty theft). Of course the lawyers wouldn't make money suing people for a couple hundred or even a thousand dollars, so they claim each copied song is worth tens of thousands. Bullshit.

How about compared to an interstate criminal conspiracy enterprise who plans and executes robbings on the street?
It does not suggest partiality toward the casino to realize that these people are stupid criminals and that they deserve to be caught and prosecuted, right?
They played the odds in a lottery where occasionally the odds are in your favor. Not a scam.

There was no guarantee of a big win, either.
How about focusing on some actual scams, with crimes and victims.
