Unless your using bit torrent or streaming movies from some internet service not of buckeye cable liking then its throttled.

do they have a throttling policy? can you point us to it?

Would they even admit to a throttling policy, they sure wouldn't gain by promising 7mbps download speeds only to tell you that depending on your use it might be slowed to 512kbps if you use it for something they don't approve of.
There was a list posted in another thread of providers that have been found to throttle certain content, do a search for throttling and you will probably find something on it. I do believe Buckeye was listed as one of the ones doing that, and with recent FCC policy announcements they are not going to take any measures to stop them from doing it.

I received the same notification - though it was odd how. I was going to a website when the "Bulletin" from Buckeye popped up on my screen announcing that they had increased my bandwidth to 26mbps down and 6 up. I wasn't sure it was legit so I closed the browser then went to speedtest.net to check it out. Lo and behold, it was true.

You can run these tests to see if they are throttling your connection.

http://www.google.com/get/videoqualityreport/ <-- according to Google, Youtube quality over buckeye is better than ATT/Uverse. Not shocking. ATT has been throttling all over the place lately for us.
