The investigation is the one that all cabinet members go through. Apparently he feels that as a result of his State's business dealings with some corporations, the investigation could take too long with regards to the state of the economy and his cabinet position being Secy of Commerce and all that.

Basically he's stepping down because the country needs a Commerce Secretary for the new administration ASAP, something that won't happen soon enough if he's still being considered.
