Definition of legal and illegal fireworks in Toledo

Will Carty appoint a Fireworks Czar to hammer the offenders in Toledo? Maybe Toledo's Parking Czar can pull double-duty. But then again, I'm sure no one in Toledo will violate these guidelines.

These neighborhood fireworks are not impressive at all, even the ones that go up in the air and flash colors. So boring.

One summer, many years ago in my hometown in eastern Ohio, this is what us rednecks did. We filled white, kitchen garbage bags with acetylene, which is a gas fuel used for welding. These acetylene-filled balloon-like bags were impressive "bombs." We'd set one on the ground or on top of a bush or in a cast iron kettle, then attach a long piece of masking tape to the bag. This tape of three or four feet long was our fuse.

We'd light the tape, then drive away. The tape burned real slow, so it might be 10-15 minutes later before the thing exploded. By then we'd be on the other end of town, but the explosion was so loud, that everyone in town heard it. People who somehow found out that our little group was responsible for the big, booming sounds would ask if we had dynamite.

We had a police scanner in the pickup truck, of course, so as to keep track of those wanting to spoil our fun. After we set one of these acetylene bag bombs on top of a big bush, all that was left after the explosion was stubble. The one placed into the cast iron kettle blew the kettle to pieces. At night, the bomb gave off a blinding, blue-white flash, and it would rattle the windows of nearby houses.

So these puny fireworks that people like to shoot off in the neighborhood don't measure up to my standards. Big yawners. Naturally, at real fireworks shows, my favorite is the simple, big white flash firework followed by the chest-pounding sound.

In a Simpsons episode, the person selling Homer some fireworks said something like, "Celebrate the independence of your country by blowing up a piece of it." We accomplished that with kitchen garbage bags, masking tape, and acetylene. And luck.

Lucky we didn't get injured or worse. Ahh, the joy of being young, stupid, and fearless. Now I'm afraid to light the gas grill.

Warning: I'm not responsible for anyone trying this and getting hurt or causing property damage. 100% of the blame belongs to the morons who attempt to copy this.

Fireworks

PURPOSE
Define legal and illegal fireworks and establish guidelines for handling these types of incidents.

GUIDELINES

"Fireworks" means any composition or device prepared for the purpose of producing a visible or audible effect by combustion, deflagration, detonation, except ordinary matches.

1. Legal Fireworks as defined by the Ohio Revised Code 3743.80 Exemptions from provisions.

E) The manufacture, sale, possession, transportation, storage or use of toy pistols, toy canes, toy guns, or other devices in which paper or plastic caps containing twenty-five hundredths grains or less of explosive material are used, provided that they are constructed so that a hand cannot come into contact with a cap when it is placed for explosion, or apply to the manufacture, sale, possession, transportation, storage, or use of those caps;

F) The manufacture, sale, possession, transportation, storage or use of novelties and trick noise makers…;

G) The manufacture, sale, possession, transportation, storage or use of wire sparklers.

Even though illegal fireworks are a first-degree misdemeanor, the police may not have the staffing to act on every citizen you come across with a pack of firecrackers. It is imperative to remember that if you find large quantities (i.e. a trunk, pick-up, garage, or house full) of illegal fireworks it is your responsibility to secure the scene for the police or arson investigator.

At no time shall a fire crew confiscate illegal fireworks. Special care is required in the handling, transportation, and storage of fireworks. At this time we do not have the capabilities to handle any items confiscated by crews.

It sounds like it's easier to get away with launching explosive devices than it is to park on one's own driveway. It's always better to break the law as a mob.

This is probably the period when a few more people lose a digit. Has to be an "exciting" time in the emergency rooms. What we need is for the local hospitals to tweet fireworks mishaps.

As I posted last year. I sat right at the entrance to the docks before the fireworks began. There were at least 3 policemen and one patrol car there. Directly across the street, people were setting off "illegal" fireworks for at least an hour before the real show began. Not one time did I see any of those policemen or any other TPD telling the amateur illegal fireworks people to stop. Which leaves me to wonder, why is the city harrassing gravel parking people and leaving fireworks alone? I've never seen anyone get hurt by a car parked on gravel.

that might just be the valid point of the weekend.

There's no question the gravel lot BS is nothing more than an effort to raise funds.

Fireworks are already illegal, when you buy them there are signs up all over the fireworks store's just over the border that explain that fact to you...

You'd think that this whole week would've been a money making bonanza for the city in just enforcing the laws that are already on the books and everyone knows about them...

In a past post I asked what people would think about the cops ticketing people with multiple cars parked in their drive and on the street in front of the house on thanksgiving, and I was told to chill out because "Thanksgiving was only once a year"...

The 4th of july is only once a year too, but know what's on the roof of my house? I counted 5 spent bottle rockets - the big ones, that are the size of a roll of quarters on a stick... Know what was also up there in the valleys of my roof till a week ago? About a million dried out maple helicopters...

Ive got neighbors who park a boat alongside their garage in the winter, on some gravel they'd laid down just for that purpose - they've also enclosed it on three sides with railroad ties, and have flowers planted along one side of that - looks nice. Sue Fredrick would ticket them.

Yet other neighbors are apparantly allowed to light flaming objects and toss them up on my and 4 other houses I counted in a short walk down the street, and nothing's said or done...

And that was just LAST NIGHT!!! TONIGHT is when the real big artillery is gonna be pulled out!!!

I am with you Billy on this one. I just cleaned up my backyard from firework debris from my neighbor who decided to set off fireworks from 11pm until 2:30 am. I don't remember Ms. Frederick coming by and telling him to stop or writing him a ticket. I think he has a gravel driveway though.

When some kids decide to try tweet's homemade bombs & seriously injure somebody or set somebody's house on fire - tweet gets the credit for giving a step-by-step how to do it on this board. I wonder how far those pieces of blown up cast iron kettle fly? Pity the people or animals (or windows, cars, etc.) that are in their path.

I was on the east side for the fireworks. I cannot believe how many cops ignore illegal fireworks getting set off. The amount of trash laying on the ground after fireworks is a shame.
Plus, why was the King bridge closed after the fireworks which made it a huge disaster tryint to get across the only bridge open. By the time I did get over, the king bridge was open.

It is always interesting to compare the laws back home to where I live now. Here fireworks are legal unless the city has an ordinance against them. Most of the more populated cities do. Does that really matter? Not really. One of my neighbors is a cop...and he joins in shooting them off in the subdivision. The city's response? If they are bothering people, they'll send someone out...otherwise they don't care.

Honestly, making them illegal is pointless. Make some money and license the ability to purchase and shoot them off. Allow people to take a several hour safety course for $100-150. Then allow them to purchase a $50 permit to fire them off, stating what location they will be shooting them off and vouching for their ability to contain any unexpected aftermath's - grass fire, misfire, etc. Still allow cities to restrict where they can be fired off in their limits...areas less dense or by the water get more leeway.

If you have problems with your neighbors shooting them off onto your house or littering...deal with it. Doesn't hurt to actually get to know your neighbor and discuss things. If it doesn't get resolved, use the city to help you out.

I agree, Justa, we are not a police state yet. If someone calls and complains, then you send someone out, IF you can spare someone from traffic control, which is the reason the King Bridge is ALWAYS closed before and after fireworks, hockeyfan. I've lived on the ES 37 years and it has NEVER not been closed. The mass quantities of pedestrians who need to be moved out of downtown dictate that it be so, which reminds me of a story.

Years ago, before they tore down the train bridge, we stood on it and had a great view of the fireworks and the thousands of great unwashed streaming back up to Main and Front. One year, a woman drunk off her ass stood on the rail and flashed the masses. We watched horrified, not at the woman, but at the cop on horseback trying to get to her up a slippery klinker hill, and then get her, himself, and the horse back down the hill without killing them all. Her drunk family was trying to get her away before the guy even got there, yelling to him that they were gonna take her home, and when we saw that the horse was going thru to get up the hill, we were all yelling for the cop to leave her alone, it's not worth it, etc, but he was determined to apprehend the reprobate, lol.

Toledo fireworks are definately a show!! lol.

I take it you dont live in Toledo. Toledo doesnt even send someone out if you report your car is being broken into.

75 less cops and I still saw at least 12 standing around doing nothing last night.
I guess we can cut another 12 and still get the same "no response".

All 75 cops are still not laid off. My friends mom is a cop, and she was one of the 75 laid off. Two weeks later after the lay off she already got her job back.

Billy - ain't that the truth. We were at a restaurant in Toledo with a few other couples recently, and our friend's car got broken into. They called the police, and were just told to come over to the station some time to file a report for insurance purposes.

Guess it surprised me a little, because I've never lived in a city/town where they wouldn't send an officer over to take a report if your car was broken into.

(I know, I know...I shouldn't have been THAT surprised given that police numbers are down and crime is up.)

Stuff like that makes the higher taxes I pay in Sylvania Twp worth it, I guess. lol
