I'm trying to find a local place I can donate some clothes I no longer need. I would like to give them to a place the will give them to people in need rather than sell them.

would this suit your needs? (sorry about the bad pun)
many shelters accept clean clothing...
Also, there was a local church that created a program for men similar to the Suitably Attired donation program for dress clothes for women. They accepted any type of clothing that would be appropriate for interviewing, including business casual attire.
Unfortunately, I don't recall which church it was - but maybe someone on TT will know and can share the information.
There's been quite a bit of publicity about the Clothing Your Community drive on Channel 11. You can drop off your used clothing at any Anderson's store. Here is a list of other dropoff locations:
Beach House -- living for abused women and their kids, on Erie just across Cherry but before Lagrange.
CHURCH WOMEN UNITED THRIFT SHO 419-865-2300
631 S Crissey Rd, Holland, OH
9.4MI from Toledo Zip Code43528
Cherry Street Mission donation center at the old Banner Mattress building on Monroe Street -- they will give you a tax receipt, too.
