Cop Shoots Cop

Has anyone else heard anything about this? When I initially read about this I assumed it was some sort of accidental shooting. Now it seems maybe that's not the case?

Yes Toledolen I have heard more about the shooting. I had a conversation with someone who works at one of our local news stations, they said that she pulled her firearm and pointed it at the victim. Now why would a cop inside a police station pull out their gun, flick the safety off and raise it towards another cop? I wonder if there will be a real investigation or will this be swept under the rug? I have said this many times over the past two years...we need a new police chief and a system in place that will hold the entire force to much higher standards then are currently in place. As citizens of Toledo we deserve better.

It was just reported on TV that the shooter might have a disease sometimes resulting in amnesia.

Just curious, Ryan. And yes, a cop shooting another cop in a police station peeks my interest. That's not something I would call common. Why aren't there more details and witness statements?

I agree, KDokurno. Police incompetence is always defended by Navarre, perhaps because of the union.

Good cops deserve more than this crap. I respect them, but believe there is something going on in the police force that needs fixed.
Navarre sure doesn't seem to have a clue on how to do it.

The last time this happened, a police recruit shot her trainer in the stomach-I wonder if this is the same cop? Sometime later, I believe she was suspended again for pointing a loaded gun at another range instructor. Was a big story late-early 80s'.

What I found really funny was how fox news reported that the officer that did the shooting has some kind of illness that leaves her with memory loss or amnesia. How the hell does any police force keep someone like that on the force with a loaded gun at their side? Why not just load her up with dynamite and a match and let her on the streets.

I think Hockeyfan hit the nail on the head.
There are really several possibilities;

1. accidental/negligent discharge- Very little chance this is the case, you must pull the trigger to fire a Sig Sauer.

2. For whatever reason, she deliberately shot the man-if this is shown to be the case, of course she must be not only fired but charged and jailed.

3. She really has some kind of illness that "makes her suffer memory loss. - Like Hockeyfan said, why in God's mane would you allow someone with such a disorder to carry a loaded weapon around?

4. The "medical problem" is some BS they came up with to cover their backsides.- If this is found to be the case, then they just have to figure out if the truth is #1. or #2.

This is just another incident that feeds the disrespect of TPD.

The drunk cop, the one caught on drugs, the one without a valid drivers license, this one shooting another, and every single video clip on the news showing nothing but obese cops wadling around, does nothing to help TPD's image.
Can't someone take charge at TPD and bring the police force back to a respected organization?

Hockeyfan - It will only happen when the union stop protecting poor performing members. The city can do nothing short of stop funding them, city council / the mayors hands are tied.

Every time I see a fat cop I want to puke, you want to win the war on crime but can't fight the battle of the bulge.

Okay, I need a little explanation here. I'm a gun owner, and to the best of my knowledge you must pull the trigger to fire any modern handgun. What's special about the Sig?

There's the possibility that she pulled the gun, slipping the safety off and putting her finger on the trigger, but did not intend to fire the weapon. Not likely, but possible. Naturally the TPD is going to put this one behind the blue curtain until Navarre is ready to make a statement.

We, the mere civilians, can only 'take back' the police department through governmental control - electing a mayor and city council who are willing to defy the union and appoint new police brass - or through the US Dept. of Justice, who can intervene as they did in Jacksonville, FL.

The most likely scenario is that he put his hands where they had no business being and she shot the SOB, no more nor less.

Madjack, I'm not sure of the specific model of Sig they use, but there's a good chance it's the P229.

It's available in .40cal which is what TPD uses. It's a DA/SA, and the DA trigger pull is listed at 10lbs. I can't believe someone could "accidentally" put 10 lbs of pull on the trigger.

In almost all cases, TPD officers carry the Sig 226. They do supply a few Sig variants with single stack mags for those with smaller hands or uc work. As Jeep states above, they are DA/SA. There are no external safeties. There are several internal safeties to eliminate the potential of an accidental discharge. With those internal safeties, there is no way that gun goes BANG unless someone pulls the trigger. And unless the operator is a numbskull (in light of the recent stories, not outside the realm of possibilities) that gun is fully loaded with one in the pipe at all times.

She shot him. She should be in jail awaiting her trial like any other person. Let her prove her mental disability in court much like Lawrence James.

My thanks to JeepMaker and Solleks for the explanations. As I now understand it, the Sig 226 operates like a Glock in that there is no real safety, such as found on a model 1911 or some such.

Okay, then, as Solleks points out, she shot the man. Unless there are extenuating circumstances based on self-defense or prevention of a serious felony, why isn't she cooling her heels in jail?

I think it was on fox that had retired officer Murphy. He showed his police gun, I don't know what it was, and he showed how when you draw your weapon, your finger is along side the barrel and not on the trigger. He said that you only put your finger on the trigger when you are going to shoot.
Or in this case, when you're planning on shooting a fellow officer.

So I thought I would do a little searching for anything about the alleged shooter, and I found this interview of her from a little while back.

It doesn't really give that much information except that I found it a little odd that she misinterpreted several of the interviewer's questions, but I might be nervous and do the same thing too if I were on television.

I read through the poorly written blade this morning. The second paragraph in the article says: "Sgt. Gloria Burks, a 27-year veteran of the force, is the suspected shooter, according to multiple Toledo police officials."

The next paragraph advises: "The suspect will not be named publicly until charges are presented to the grand jury, which won't occur for at least two weeks"

So the Blade considers that it did not just name her publicly? ? ? It was on the front page above the fold. How much more public can they get?

She wont be "officially" named I guess is the Blade's way of handling it. What concerned me is that apparently, if you can believe the Blade, this officer has been working while clearly under a disability that should exclude her from carrying a firearm. I don't want to make light of her serious health matters, but brain seizures and firearms don't mix. I have to wonder also at her recovery from a stroke, again a very delibitaing and serious health problem. Most of the time an individual never regains full motor control over muscles on the affected side. So, really there were two reason she shouldn't be carrying a firearm.

When you think about, cops don't prevent crime. They just show up after the crime has been committed to take a report. There is the castle law. Change a few laws. If you catch somebody trying to steal your car, you can shoot to kill them. Just like stealing a horse in the old west. Make drugs legal. Collect taxes off of it. Keep the fire dept. You think a potential car thief won't think twice about stealing a car if they can get blown away? The bureaucracy needs to stop sucking all the money out of the people.
Fuck the BMW to. Driving is a privilege huh? What Albert Eienstein came up with that reason to make people pay 50 different fee's for everything having to do with cars and boats. How would this country operate or exist without people driving to work. You could name dozens of other bullshit "fees". When are we going to stand up and tell these white collar welfare takers to go fuck themselves? MF's

I just want to chirp in on this delightful conversation to back up the assertion that police sidearms don't have safeties. They don't, and I asked why: No cop wants to pull a gun that's not immediately ready to use. Although I haven't inquired further, I can only imagine that before going out into the field, they are directed to load and chamber their sidearms at roll call.

And I'd like to insert a tiny correction into Lameduck's posting. Self defense assumes the use of lethal force. The castle law merely allows you to extend your use of self defense into protection of property, and a sort of "full engagement" with the suspect. No one is actually authorized to just kill a person in self defense; it's just that you're allowed to use lethal force. This may seem like nitpicking, perhaps.

She seems to have serious anger issues. Has anyone ever had trouble with a near-berserk cop before? I did, and it scared the living hell out of me. I filed a complaint, and found out he had been pulled off the street and was in charge of taxicabs or something at the time I had the bad luck of "meeting" him.

Not guilty by reason of insanity. If you believe the psychologist and The Blade, Sgt. Gloria Burks had a spaz attack which resulted in her shooting a fellow officer.

In her report, Ms. Cassel, a clinical psychologist with the Court Diagnostic and Treatment Center, a private, nonprofit community forensic psychiatry facility, said she believes that when she shot the officer, Sergeant Burks experienced a seizure that prevented her from knowing the wrongfulness of her actions.

The prosecutor is asking for a second opinion. For my money, I'm not buying it. Yet. But if it is true then how long was she wearing a badge, a uniform and a gat while nuts? These things matter...

Then if she gets off with the insanity plea, does that mean that the rest of the department will have to go through some kind of psychological testing to make sure that they aren't nuts as well?

How long has she been wearing that badge? And gun apparently? She had been on "light duty" for a while after exhibiting this behavior:

"She was on light duty in February, and under physician’s orders not to operate a vehicle, when she struck the rear of a vehicle driven by Charlotte Goben, 67, just before noon Feb. 2 in the 3000 block of West Sylvania Avenue, according to traffic reports and her personnel file. The collision caused minor damage.
Sergeant Burks was not charged or professionally reprimanded for the crash.
The other driver, Ms. Goben, made a supplemental statement within the traffic report indicating that Sergeant Burks struck her at least six times from behind in a construction zone and initially left the scene of the accident."

And THIS:

"Sergeant Burks was suspended from duty for three days in 1998 after she scratched and cursed at a fellow officer who arrested her son on misdemeanor charges, according to a Blade story. Sergeant Burks pleaded no contest to an administrative charge of conduct unbecoming an officer for the incident."
